Intermediate print spooler to collect multiple print documents?

Is there any program out there that will let you print several
documents but not actually start printing until you tell it to?
I'm thinking of being able to print a bunch of one page files in
duplex mode and not wasting paper, or maybe in a corporate
environment where a cover page is printed for each document, it
would be nice to be able to print a few and not waste all of the
cover pages.

Back, many many years ago, either in DOS or an early version of
Windows, I had purchased a program that did something like this.
You could also tell it to print 2-up or 4-up back when drivers
did not support that. Does anything exist like this anymore
(preferably free :-) )?
