which spooler settings are you looking to change?

Setprinter.exe in the Windows Server 2003 resource kit would most likely
provide the most versatility. If you are looking to change printer settings
just use the print vbs scripts in system32

prnmngr.vbs
prndrvr.vbs
prncnfg.vbs
