Blotchy printing

I have bought my first ever laser printer from samsung. ive seen better quality printing from $30 throw away printers, its absolutely junk, everything is faded and blotchy i have all the settings on high quality. Yet the picture and text quality is absolutely garbage.

This is a scan of an image i've printed its subpar at best.. does anyone know what could be causing this?
