Epson L3210 the ink, paper, and power indicator lights flash simultaneously

I need help with my Epson L3210.

When turned on, the print head gets stuck to the right and won't move to the left, then the ink, paper, and power indicator lights flash simultaneously. The printer won't print

I've tried:
- replacing the encoder disk
- cleaning the encoder strip
- waste ink pad

but still no results
