Epson T3000 waste ink pads

Our Epson T3000 printer is leaking or accumulating ink in some white ink pads in the printer bay just below the paper.
Its the pads on each side of the printing area and the ink will bleed up through the paper on both sides of the paper.

What do these pads do?
Why does the ink accumulate here?
How do i clean them and will it stop it from accumulating?
There are several pads across the print area but they are clean.

If i pull the pad a little with small pliers they are not just laying flat but continues downwards..i did not pull i further but pushed i back in again. I dont know how far the pads goes down.

Hoping for some replies.
