HPLJ4500dtn - Faint ghost of previous page on following page

As subject... the ghost image on the page lines up exactly with the previous page making me suspect the transfer belt.

I printed out the configuration page and it says:

Consumables % of life remaining:
Transfer kit: 82%
Fuser kit: 64%
Drum kit: 68%

Total count: 33418 pages, of which 16625 was colour. Printer was manufactured Feb 1999.

The transfer belt case is completely covered in toner of all 4 colours. The printer is a reconditioned unit I brought over a year ago with some parts replaced. Can post a picture if required.

What could be the problem, and how can I fix it?

Check the transfer belt case, but it sounds like your fuser isn't fusing properly.

How do I check the transfer belt case, and the fuser? How do I figure out which is the problem?

On an impulse, I decided to pull out the fuser and have a quick look. I might be being dumb here, but are the rollers (URL for pic below) supposed to have this plastic cover on parts of them? If that's normal, how does the fuser look generally?
