Scan to PC Comm Fail, Workforce 645, Scan from PC App OK.

This seems like an odd problem, since everything works perfect to scan from the Epson Scan software from the PC.

But when the Scan button is pressed on the printer (select: Scan to PC, Scan to PC - PDF, or Scan to PC - Email) under any mode, using USB, the display displays 'Scanning' for about 30 seconds, then it indicates 'Communication error. make sure the computer is connected, then try again.'

No dialog opens on the PC.

What could this communication error be?
Could it be a PC security setting?
How can this be corrected?

Using Windows 10 Home, 1909
