stylus photo r3000 is it printhead or manifold failure ??

Epson r3000 leaving black ink blots and faint lines but not text on paper. One assumption I have is the head may shorted out, another is the damper stopped working. I removed the print head and cleaned it by pushing cleaning liquid thru it all of the jets seams working just fine, so ruled out clogged head. getting new print head pretty pricey, than so is the manifold assy. Any idea which one I should do first???
