toner vs ink cartridge

so i dont print often, but when i need it my ink cartridge always dry out, force me goto fedex to print. does laser printer has the same issue?
i print occasionally, is there a printer that does dry out the cartridge fast?

also if laser printer is what i need? whats a good one under$200?

if you want a black and white printer then go for the Brother HL-2270DW and for color the HP LaserJet Pro 200 Color. Toner cannot dry out as it is a powder so it is already dry.
