Zebra ZT420 Rewinder Spins Too Fast

I have a client with a Zebra ZT420 with the Rewinder option. When the machine prints the rewinder prints too fast and tears the labels. The speed is extremely fast. I have the print speed up to 10 and this is way to slow for the speed the rewinder is going at. I couldn't find any speed adjustment for the rewinder. It also spins for a full minute after the print job is done. I am thinking it is a motor or board issue but not totally sure. Has anyone seen this before.
