Is this part called a "pickup roller"?

My Samsung ML -1630 is not picking up the sheets from the container.

The part shown in the attachment turns but it seems the rubber doesn't stick to the sheet.

I'm looking for that replacement part.

Is this called a "pickup roller"? Is it an easy repair to remove that rubber and place the new one?
