TM88V - Controller must be rebooted after replacing paper

I am investigating an issue where the Epson TM88v printer must have its controller rebooted after replacing the paper. If you do not reboot the controller, the printer will not print. The only model I have seen this occur with is TM88v. When running a device check on the printer, it will pull the error code "Paper Near End" when the issue occurs which is normal, but rebooting the controller is not. Curious if anyone has seen this issue. The controller we are using is a LC 8700 typically.
