This sounds like a problem with the purge unit or the drain tube not working efficiently enough. The purge unit waste ink pad can become saturated. You can get a modified assembly kit from Canon to fix it. If it's still under warranty Canon will fix it for free but otherwise it's a pretty difficult and expensive job, you'd almost be better to just replace the printer.
