Epson 1400 Ink Smearing at Bottom of Paper

I have the Epson 1400 and for a while it has been doing 2 things, acting like the paper is jammed as it feeds a sheet straight through and when the paper does print, whether there is a text or graphic at the bottom of the page, it smears black in. What are recommendations to troubleshoot this. I've done head cleaning.
