The foam on the new solenoid is not sticky? All gears are in their proper place on that side of the assembly?

On that series, that error is a jam/feed error.

Typical troubleshooting procedures for that include:
  1. Turn off the printer completely: Unplug the power cord from the wall outlet and wait a minute.

  2. Check for paper jams:
    • Carefully remove any jammed paper from the printer's input tray, output tray, and any other accessible areas.

    • Inspect the registration assembly area for any debris or obstructions.
  3. Reseat the ITB (Image Transfer Belt):
    • Locate the ITB within the printer.

    • Carefully remove the ITB and then reinsert it, ensuring it's properly seated.

If all that fails, maybe one of the paper jam sensors has gone bad.

Removing the transfer belt and reseat solved the problem
