HP Laserjet 4100N Tray 1 Pickup Issue

The pickup roller on tray 1 activates properly and starts to pull the sheet, but the paper quickly hits a block of some kind preventing it from going any deeper than 1/2" or so. Seems to catch a deliberate lip on a spring-loaded black plastic foot which the side wheels of the roller stay in contact with. Is that foot supposed to drop away while the 1st sheet starts then lift back up to stop extra sheets from feeding at the same time? I can't see anything that would activate that foot to pull down.

Never mind. Looked at a second machine and realized a part was missing - a smooth pad that snaps onto the top of the foot to be in contact with the side wheels of the pickup roller. I borrowed the pad from the second machine. Now I have to figure out why it grabs the whole stack of paper and not just the top sheet.
