New cartridges for Canon i470D - won't print black?

I'm having an issue with printing black (even on a nozzle pattern check) with new cartridges for a Canon i470D. No black graph is showing up at all. I've tried both new cartridges. Neither black is working, but color shows fine. What is the problem? Surely not both cartridges are bad? One thing--these are not official Canon cartridges, they're OfficeMax. Are these noticeably inferior product? Have tried multiple cleanings. Was about to go the isopropyl alcohol/water route before I stopped in here. Any ideas what is causing this and how to fix it? Help much appreciated.
