Toshiba 2309a TopAccess (web console ) doesn't open.

Dear Experts

At work we have got e-STIDIO 2309A , Initially my laptop was connecting to the printer and I was able open it's topAccess via IP Address, and the printer IP address was 192.168.1.100

Recently we try to open TopAccess and the printer couldn't answer.
I Try lots of solution, but i couldn't solve it .
1- I reset it to Default factory
2-I update it's FrameWare
3-change ip address
4-test it on a PC without antivirus
5-check it by Different Browser.
I failed to open TopAccess( web Console) please see attached photos
