Troubleshooting network printer

I'm having problems with the network printer that multiple people are using.

Sometimes it prints fine, sometimes it doesn't at all. Sometimes it prints documents send to it hours ago.
The printer itself is supposed to be OK, the maintenance guy checked it out. He said that it might be a network problem.

How would I go into solving these problems? How can I diagnose what the problem is in the first place? How can I test the network?
