WF Epson 1100 paper and media light flashing?

I just acquired a used an Epson Wf 1100 I fired it up moved the carriage left to right then ink and paper light came on. Installed new cartridge,, while at it I removed the print head and cleaned it, cleared most of the nozzles, reinstalled everything. Now both media and ink light still comes on, power light is not lite it goes off as soon as the other two lights starting to flash. Carriage do not travel to the left and back, just stays in place. Also noticed the PF encoder light stays on event after printer turned off..
Any suggestion welcome of how to fix the problem...
