CANON IR4570 Network Multifunction Printer usage control

I have a CANON IR4570 network laser printer and would like to control/audit its usage for public. I tried to configure it by setting up dept id and password but the typical usage scenario would be all the staff should be able to print without any restriction but for the public, they would be able to issue the print, but unless it is authorised by one of the staff at the printer or from the staff computer, the prints wouldnt come out. So the staff should authorise all the prints by non-staff users.

Any way to make it work? Any CANON specific forums? Greatly appreciate any help?
