Dell 5100cn streaking

I received a Dell 5100cn as a donation to our school. It was new in the box, but I suspect is a few years old. It is not printing clearly. Attached is a test page. I hate to purchase new toner if that is not the problem. The cartridges are new but were obviously sitting around for a few years. Any assistance appreciated. Thanks.
