Have hp envy 4520 printer say paper jam can not find any paper jam printer

Hello
Got carriage jam message,got second message printer not turn off property when touch the ok button.
I notice when open cartridge access door i press ok cartridge move right than to left stay there at left.
What could be wrong with the printer is it some kind timing error?

HP has a special sensor that determines where the print head is by using a plastic strip that is strung from one side of the printer to the other. This plastic strip is clear with microscopic grooves on it and an optical slot sensor mounted on the print head shines a low power laser through it. The printer then knows where the print head is by counting the grooves as the print head moves.

Usually that strip is mounted close to where the drive belt for the print head is, and mounted using springs on either side to maintain tension. If that strip gets any ink on it (and even microscopic amounts of ink "mist" inside the printer can deposit on it over time) then the printer can no longer sense where the print head is and gives you carriage jam errors. Other causes are tiny bits of paper covering the optical sensor, ink covering the sensor, or a failure of the limit swtiches that tell when the print head is fully at one side.

Took plastic encoder timing strip out of carriage had blue ink on strip splatter of blue ink ,the ink got in embedded into the strip.
Is there way take ink of the strip, if not where can find new strip?

For HP inks I recommend a cleaning solution of 1/2 cup 95% ethanol, 1/2 cup glass cleaner, and 1tbsp amonia. Not sure on where to find a new strip. Parts like that are hard to come by, the printers are considered disposable.
