I get an error message 000041 that says "Turn the printer off and on again" I have done that a dozen times, both the off button and disconnecting the power cord but the message persists. It just happened all of a sudden and the printer was working fine before the message. Any ideas?

You dont indicate Operating System in use. Windows 10 or MAC?

Check for paper jam. Look for torn bits of paper throughout paper transport route.
Turn Printer up-side-down and shake it. Listen for any thing that might move around as you shake
(like small piece of broken plastic or something that may have fallen into printer).

Though not probable, re-seat each ink cartridge ( remove each and re-install one at a time).
Push down on each cartridge until you hear definite click.

Be sure USB cord is plugged in solidly at both ends.

Try printer using different computer.

If all else fails then do printer re-install.
First you must uninstall. Follow this for Windows Operating System:
Control Panel -> Devices & Printers -> Right Click XP-640 Icon -> Select "Remove Device"
Do that for any other XP-640 icons.

Re-install printer using Epson Install CD. Carefully follow printed fold-out instructions and the on-screen
instructions throughout install process. Some Epsons require USB cable to be disconnected during install process.
See you instructions.
