Brother MFC 9130cw - error 0800f020b & error 45

I want to print wirelessly on my laptop but can't get it to work. I have looked online and no solutions seem to work. I believe it is from a windows update but am not sure.
Windows 10
Dell XPS 13 9360

I get an error message of: 0800f020b and error 45 (printer offline)

If I connect with a usb cable it starts out "Printer offline". I go to the settings and uncheck "Use printer offline". Then I can print with the cable. It always resets when I turn off my laptop and I have to uncheck it each time. I am also able to sometimes print from my iphone, but not always...

Network Config report on printer states connection is: OK
IP gateway is correct on laptop and printer

I have tried the following:
Reset printer, laptop, router/modem
Unplugged everything
Uninstalled printer and reinstalled it
Updated to the latest printer drivers
Updated all Windows Updates
Disk cleanup
Malware scan
Virus Scan
Ran Troubleshooter for internet, devices
Made sure the wifi network is correct with correct pw on computer and printer
Ran SFC Scan
Ran a full scan of Windows

I did notice in a log file that there was an event id: 442
Device {USBPRINT\printer name with long string} was not migrated due to partial or ambiguous match. (not sure if that means something??)

No problems were detected or if any issue I ran a repair and then it was gone. I only have these errors to go by:
error 0800f020b and error 45

Any thoughts on a solution? Thank you.
