HP 8100 Photosmart

I have a HP Photosmart 8100 printer. After installing two mew cartridges (97 & 99) it is telling me that it is running in the back-up mode. If I pull out cartridge #99 the message disappears. We replaced the NEW 99 with yet another NEW 99 and get the same message. What did we do wrong ?
