Hp p1102w laser printer ghosting

Hi
my printer is printing ghost images. Before I did a test print, I cleaned the drum (which is built into the toner cartidge). However after I did the test print, the ghosting was still present and the drum has a significant amount of toner still stuck to the drum. What can be the cause of this?
