I have replaced both the drum and the ink, and cleaned the wires. I did blow it up so you could see the pixels. Any suggestions why this is happening?
It makes the text look dirty.

I have one update since I posted. This only happens with image files.
I printed an email and it printed fine. Then I printed a .pdf file and it was pixelated. Then I found the Word copy of the .pdf file I printed and it printed fine, except for an inserted image, only the image had all the extra pixels around it. Then I printed a .pdf file that I received from someone else (specifically a government office) and it also was pixelated.

Is there perhaps a driver that I'm missing for this printer?

Run the head cleaning operation and also a printer printing an image with text in it is different than printing a text document. The results will be different based on the quality of the image.
