Printer output slightly too small

I'm having trouble printing to scale on a HP Designjet 500 Plus (42") printer. For example, if I try to print a line 800mm across the roll, it comes out 798.5mm or so.

I bought the printer a while ago, and was told by the seller that they had the same problem with their set-up, so I don't think it's a computer related thing.

I can pretty well get over the problem by printing at 1.0022:1, which is easily done from within TurboCAD. The problem is worse printing a PDF file, as there doesn't seem to be that level of control over scaling on PDF software.

Am I correct in thinking that the encoder strip detects the print head position, therefore could be part of the problem? The problem is the same over the entire width of the output.
