Save a lot of ink by removing color zones

Hello everyone
I'm looking for a software solution to a problem that I'm sure a lot of users have.
I have to print some pdf documents and many of those scans have black borders, and/or stupid color decorations that would use a lot of ink and that are totally non-essential.

My idea would be as follow: create a software that makes all "uniform color" zones white. Imagine something like the bucket instrument from Paint, except it leaves a tiny border.

Is there something like that out there (freeware or shareware, I don't care) ?
