simple need not met by market ?

To replace my printer (phased out by Windows upgrade) I need a printer-scanner for occasional, usually administrative use. So: inkjet because of very low volume; and monochrome because I don't need colour and, on past experience, if you don't use colour regularly the cartridge dries (?) and cleverly blocks ANY use of the printer. It will also not work without the colour cartridge, wxhich is also the most expensive to buy.
A pretty basic need, it would seem, but I have not been able to find a single product to meet it.
Any suggestions welcome.
