Epson Cartridges-Third Party Seller-Labeled T127120-SVH

What does the SVH in label mean?
Ordered Dual T127 Black Cartridges from "well known" merchant. Received from a third party seller, 2 cartridges packaged on a 9 x 11 card bearing Epson info. Card was labeled "T127129-SVH".
The cartridges were not vacuum sealed, no tape on them and they did not work. Apparently empty.
Is the SVH a clue?

They were supposed to be new. That's what I ordered. The photo on merchant's page showed the usual Epson box for 2 cartridges and normal info.
The received cartridges were shrink-wrapped (not vacuum sealed) onto a 9 x 11 professional looking Epson card with all the usual Epson "technical sales" info.
I reordered from another well known seller having the same Epson picture. These work normally.
The product label is T127120-D.

Ok, if they were marketed as new cartridges and are, in fact, empty then there is something hinky with that vendor. That's not right at all. All Epson genuine cartridges are vacuum sealed. It could be someone manually refilled some genuine cartridges and then resold them, or they could be 100% fakes. Could contact Epson directly to see if they know anything about this vendor. Did the vendor have anything to say for himself.
