HP C4680 Cartridge failing & Artificial Obsolescence

Hello,

I have an old cartridge that wouldn't print and since replacing it there are no problems.

On the back of the cartridge it has following:
2012/03/22 L
1738247032330286

I suppose the first date is an expiry date and does anyone have any ideas on the second?

Am I jumping the gun or is this artificial obsolescence? In other word is it designed to go out of date?

Do refills work on these printers?
Will I have to remove HP hardware to get this working?

Appreciate any inputs people might have.
