HP T730 start up Screen frozen.

Hi everyone. I have a HP T730 that every time it starts up the HP screen is frozen and will not show anything other than the HP logo. I tried holding the power button upon starting and it then shows up the Home light, back light and help on the side but again it’s unresponsive, pics included to help understand what I mean.
hope someone can help.
