Poor quality on 8360

Sold a client a 8360 because of the decent reviews, less then a year in they buy a very expensive brother toner pack and end up with horrible looking prints. I printed a pdf of the poor quality. Do I just replace the red or does something stand out as a possible bigger issue with those squiggle lines.

I ran the calibrations multiple times, cleaned corona wires, the 8 column drum test sheet is perfectly clean.
