Magnetizing Toner!! KUDOS

Hello everyone,

Ive been working on a side project with an HP laser Jet Toner, which i know for a fact that can be manipulated with magnets.

Here's the thing: I opened one of the cartridges and got all of the toner out and it wont react to any magnetic fields around (aka: neodimium magnet)

Some extra information:
*Someone sent us an essay tube filled with the same toner im trying to "magnetize" and it does react with the neodimium magnet. but i found some "Electric discharge scarring" around the essay tube, like if a large electric discharge was passed through it... (Just like wood when electricity is used)

So the question is this... Does anyone know how to magnetize it? or activate the magnetic properties of the toner? Or do you have any ideas on what they used to pass electricity through the toner?
