Strange print quality issue on HP Laserjet CP4525

Here is an issue I am unfamiliar with. If the printer prints in black and white, there is no Magenta on the page. Whenever a color print is sent to the printer, Magenta is saturated all over the page. But, the strange thing is the sharp, horizontal, linear lines that appear to be effected by whatever else is printed on the page.

This happens during a diagnostic print (bypassing the driver), and a new toner / drum cartridge has been installed with the same results. What could cause this?
